I think 法案への明記が検討されている modifies 「コミッショナー」の設置案, not just 「コミッショナー」.

You might already know, ～について means "about/regarding" here, so the core of the sentence is「コミッショナー」の設置案について、「盛り込んでいただきたい」との認識を示した.
