Help Good Luck Flag Translation

Thinking about purchasing this flag. A couple members helped me out with my last post and it turns out the flag I had for years was a fake. Not trying to make the same mistake again. Is this original? Any names, dates or unit listed on the flag? I appreciate everyone's help.

Looks a bit over the top to me. Writing is going in different directions, unusual to see writing in the middle of the red disk, especially such messy writing. Unusual to see a preponderance of patriotic phrases (almost like a collection of cliches). Supposedly addressed to Emoto Minoru. Can't make out the name of the company that is written on the flag...
東京特殊鋼?合名会社 Tokyo Special Steel Corp?
I'm not a militaria fan, but I wouldn't buy this even if I were.
