How would one go about locating someone in Japan today. I have a name and 1950s address.

A lot has changed since the '50s. I couldn't find the address you provided. I found the following, which is a place called Shogenjicho in Shizuoka City.

Tasiro is probably "Tashiro," and Shezenjicho either "Shuzenji-cho" (修善寺町) or "Shogenji-cho", as @Mikawa Ossan pointed out.

PS: There is actually a locality called Tashiro close to former Shuzenji:
