You'd expect the police to be trained in coping with those who have a mental disability.

A 43-year-old diabetic, detained in a cell at a police station in Okazaki, died on 4 December after refusing to eat for three days. The detainee was not given any medication either while in custody, police said. Investigations have revealed that he was left naked and bound with his head in a toilet bowl. A senior official is among those suspected of assaulting him.
