changing university while extending the Monbusho scholarship

Hi all,
I have a small question, when I got monbusho for the first time for Masters , they assigned me to university other than my intended one , and now is the time to apply for an extension to PhD, Can I change to another university ? , and how can I do that ?

From what I heard from my friend, you can change to another univ, but I don't have any information on how to do it.
Anyway, can you tell me the required GPA score for extending the scholarship? Thx

if you are extending for the first time , I think it is 2.5/3 .
please can you ask your friend how did he do it , do you need to get an acceptance from the new university professor or you need to set for exam or what ?

My friend was extending from D2 to Bachelor degree (different university from the diploma), so all she need was being accepted through the university entrance exam and resubmit the forms to mext
I once read about this in a forum (I forgot where)
they said that you need to inform the mext representative in your campus (or international student office) and they will tell you everything you need for extending the scholarship.
I'm not very sure about the procedure.
