Can someone interpret this for me please?

I know the Kanji symbols mean "Earth" and "3", But, what I don't understand is the reason for it being superimposed in front of a red dot (sun?) Thanks in advance for any help offered! :)

The upper one indeed might be 土 tsuchi "earth/soil", but I don't think the lower one is 三 san "three". If it's san, the three lines should be parallel to the two horizontal lines of tsuchi. Also, usually the bottom line is the longest and the middle one is shortest in san. See the following picture.

My impression is that that's just a symbol or something, not kanji.
