Ara and Hika

But I'm uncertain what it's trying to say, especially the sixth line, "aete," which I know doesn't mean "au" to meet.

My guess:
"Among the people in the classroom, I think I'll support the couple Arahika couple"
"Really, you mean Hikaara?
"That can't be it"
"Okay then, what do you think about the Council Chairman"
"He seems like a "taker"?
"But I'm still a firm supporter of Harusaku"
"Really?

I'm not sure about 全受け. I get a sense of "completely accept", but I can't say I'm confident in that assertion.

I'm still uncertain about aete. Especially with the "koko de" prior to it. How would the sentence be properly translated?

I'm thinking of other ways to translate it such as:
"However, I stand my ground in being a supporter of Harusaku"

The 全受け is actually a slang term, as a "receiver" in a sexual connotation.

"But here I'd like to recommend supporting Harusaku (even though it's probably not going to be popular)!" Maybe they'd already talked about it and people didn't like the idea, or maybe the speaker is just guessing that no one else will go along with it. At least that's the impression I get from it.
