Awashima shrine
As far as I see the historical background of Awashima shrine (the one shown on the photo and the description given on the blog), it was originally a goddess to cure the disease particular to women, and later became a symbol of safe delivery (child birth) and match-making.
I cannot find anything related to phallicism... (But I might be missing something.)
There's a shrine famous for phallicism in Kanagawa, but it is located not Yokosuka, but in Kawasaki which is about 30km from Yokosuka...
