Buying a Laptop in Japan

Hi,
i am going to Japan as an undergraduate student and is currently enrolled in TUFS.
In my country a decent 2nd gen core i3 (with free DOS) laptop costs around 45k-50k yen equivalent. How about the prices in Tokyo?
I will take that from my country if it is not cheaper in Japan. Also pls let me know about the prices of 2nd hand laptop .

I don't know if this is important to you or not, but the Windows OS (usually 7) is Japanese-native. I don't think you have the choice of an English OS, unless you are willing to pay for it separately.
