How do you define "military"? As far as I know military is defined as the armed forces of a state. (In democratic countries there is a difference between police and military, but technically the police also qualifies as military.)
Hence the SDF is Japan's military
If you notice I wrote that the only thing stopping the SDF from being recognized as a military "officially" is the Japanese constitution.
Here the SDF and a military would be two apples from the same tree. However the perceptions that Japan doesnt have an active offensive military is what keeps everyone in Asia at bay.
