Can someone help me understand this quote? Here it is:
戦に勝るかどうかと兵力は必ずしも比例しない
比例するかそうでないかは戦術、つまり自身にかかっているのだ
Any help is appreciated!
 
What word/structure don't you specifically understand?
 
Starting from 兵力 it becomes difficult to understand. I understand most of the words and the grammar, but I am having trouble putting it together to understand what it trying to say.
 
Success in battle depends not on the number of soldiers, but tactics, that is to say it depends on yourself.

Kind of an awkward translation, but is that the right idea?
 
Whether to excel in battle or not is not always proportional to the number of soldiers.
Whether it's proportional or not depends on tactics, that is, yourself.

(I.e., if you have tactics, whether to excel in battle or not is proportional to the number of soldiers.)

It says "比例するかそうでないか depends on tactics/yourself", not "whether 戦に勝る or not depends on tactics/yourself".
