it's an official government document stating the changes made to stroke order. Inside the document you will find the 方 character, along with 7,000 other characters that had their stroke orders changed. I don't know if you will be able to understand it though, as I don't know your level in Chinese. I can help you translate if you would like.

Okay I went to your reference. And found the characterツ 窶「テサ on page 10. Which clearly shows the stroke order.
Where in the document, does it say that the stroke order for 窶「テサ has been changed in the year 1997 (or 1988)? The only time these two years have been mentioned are in the preface.
You're an absolute tool, using academic reference to deliberately lying to people and twist your arguments, and waste my time. The only person you're capable of fooling is Gaijinmiki, but she's just a kid.
Lol at Thomas and Hezam jumping at the bandwagon here, and neither of them actively study Japanese, makes you wonder why they think their opinion have any weighting on the subject matter.
