A Flag I ran across for review.

I don't know much about these flags, but one thing did catch my eye. On the lower left edge it says 女性の力 which could be translated as "woman power" or "the power/strength of women".

I'm taking a leap of faith that kanji is 光 although it looks like 士儿 . Here's one interpretation of 光 in "grass writing" from which I base my guess: There are other slogans similar to 必勝 [certain victory].

Honestly, it looks like 史吉 to me, probably read as Fumiyoshi. The flag is starting to get noticeably faded.

I'm more interested in the lower right section. It is supposedly from the president of a ship-building company, but I can't make out the name.

Kind of an unusual flag. The writing is a bit sloppy, as if it were written without any concern for penmanship, which is kind of a red flag. If we could nail down the name of the shipping company, and then verify who the president was, we could potentially nail down a time and location.

More information from a collector
Apparently the man was from Hokkaido as the 2 large characters besides the recipient's name reads 羆熊, Higuma, the Japanese Brown Bear which is the apex predator in Japan and was (and still is) abundant in Hokkaido and is probably encouraging him to be as ferocious as the Brown Bear. Also, the signature on bottom right is of the President of 小樽造船會社, Otaru Shipbuilding Company with Otaru being a city in Hokkaido. Otaru belonged to the Sapporo Regimental District which recruited soldiers for the Seventh Division of Golden Kamui fame,
The Division was aptly given the 通称号, code name of 熊, Kuma = bear during WW2.
There is also a signature of a policeman 警部補= Lieutenant(?) center bottom right below the meat ball.
