Why would you need 2 visa's?

How do they decide if they give you a 1- or a 3-year visa? How can I get a 3-year visa instead of a 1-year visa?

Theres no hard and fast rule, but it usually depends on how long you have been in Japan, and what you are doing, and what restrictions your visa has. Basically you get a 1yr visa several times, then they start giving you 3yr extensions. Not everyone is the same, I know people who were given 3yr status' from the start.

I couldn't figure out any rhyme or reason to it. The first time I went to Japan in 1999 I got a 1 year visa. Then I came back to Canada for a few months and when I went back to Japan again in 2001 they gave me a 3 year visa without any explanation for the difference.

Those were with company sponsored work visas. I know with the spouse visa there is a line where you can choose either a 1 year or a 3 year visa.

Right around that time they changed their policy on visa length. Crudely put, they unclenched their butt cheeks. Where before they had made people start with a 1 year visa and jump through the hoops of renewing it one year at a time for a few years before granting them the boon of a 3 year visa, they suddenly decided to just go ahead and grant three year renewals in most cases.

They also greatly loosened up on handing out permanent residency back around the same time, which explains how a certain no-longer-present JREFer got PR within a very short time of showing up here.

I don't know exactly why they changed the policy, which had been rather hardassed for decades. I suspect that it could be to reduce the workload on Immigration. Or it could be a silent backdoor method to encourage a situation where more foreigners end up staying here more or less permanently, to prop up Japan's sagging birth rate / population. Or maybe it is something else.

You could write 100years, what they give you depends on the visa type, your history, and how what kind of mood the bucho is in
