Even in the best case scenario of a preemtptive surgical removal of N.Korea's nuclear capabilities, Korea North and South will become uninhabitable for 10 years; Japan, China, and Russian Maritime Region will also suffer from secondary contamination even if N.Korea fails to launch. Is there a winner ?
 
M.A.D, Mutually Assured Destruction; A phrase I can remember being put about during the 80's. How can a nuclear strike be surgical? It has a tendency to eliminate everything around it for about 4 to 5 miles with a small nuke, not to mention the poisoning by radiation for about the next 100 years. Proves how daft the upper echelon of the military really are. "Hey 40 000 dead. We can live with that. We have made the world a safer place" Pity the 40 000 who can't share it.
