2012 MEXT Scholarship Budget Proposal Published!

Hi all! This is my first post at JREF and I would like to share and confirm this (good) news to all of you

According to FY 2012 MEXT budget request document on Higher Education,
www.mext.go.jp/component/b_menu/other/__icsFiles/afieldfile/2011/10/03/1311670_011.pdf,
the number of scholarship recipients for foreign students is 10.865 people <国費外国人留学生への奨学金の給付（10,865人） page 31>.

Compared to last year FY 2011 budget scholarship recipients (10.656 people)

Based on the information from these documents and healthy dose of Google Translate, I conclude that most of us who have passed the primary screening will most likely pass the secondary screening. I would like to hear comments from all the senpai here.

I'm previous threads there was information that the Fiscal Year budget is relevant for the next scholarship year, not the current year. Can anyone confirm that the 2012 budget is for decisions made during FY2011? :? Thanks!

This seams to be good news for everyone hoping for MEXT scholarship
I had to see it for myself and as much as I could read:
- Compared to last year, there is no huge cut in number of MEXT recipients
- last year there was "12,074人 → 10,656人" which was "△1,418人" or 11.7% less people who got scholarship (small triangle actually means decrease, and plus sign means increase in this document)
- in this years proposal the number of MEXT recipients is slightly increased to 10,865人
Now, the question is how many people have been nominated by the embassies. If embassies have recommended as many people as they did last year then we are in trouble again.
But basically, this is a good news!!!

From my knowledge, 2011 budget will be applicable for MEXT scholarship applicants who departed to Japan this year (2011) and the decision was made back then in 2010. Since most of us here are applying for 2012 term, the increase number of scholarship recipients compared to last year means good news


In the case of Indonesia, 29 people passed the secondary screening for 2011 term. For the next year term, only 27 people passed the primary screening. It is already LESS than the scholarship recipients this year. IMO, the embassy is instructed to 'butcher' the number of applicants to be at least the same or less than last year.

If we see the same trend from other embassies, then I am positive with our chance in passing the secondary screening
 
in 2010 there was 5 people from Serbia who got scholarship,
I don't know what was the number in 2011, but this year (mext 2012) there is only 4 people nominated
so I guess I am on the safe side, too

but that's just maths, I stick to the saying "it's not done untill it's done"
 
Yup, while the number looks promising, we can only really sure after the final results is announced. Could not agree more with your user name
 
wow, that really is a good news
though we can't be sure about it, at least no more decrement this year
 
In Spain, in 2010 the embassy offered in the beginning 11 scholarships, that were reduced to 8 in the final selection from the ministry.

This year the only selected 7 people from the very start, so we should be on the safe side as well...

There's nothing granted yet, but a least we could assume that there won't be cuts again unless some embassy got crazy and offer more scholarships than last year.
Finally some good news !!!

One question about the numbers above... They include all type of international 留学生 right? I mean, it also includes JASSO undergrad students, university recommendation, and undergrad MEXT students right?

If so, I hope they made a "proportional" cut in all areas, because if they gave a lot of university recommendation scholarships or JASSO scholarships... They might need to cut the embassy recommendation ones :S

Yes, they group all of MEXT scholarship recipients in that group. Since the embassy recommendation screening process is usually ahead than U2U, I think the number of G2G scholarship recipients are not directly related to the U2U one.

@thuwaljogja: IMO, the amount of MEXT scholarship is already very generous and more than enough. If I can choose, it is better for MEXT to cut the scholarship ﾂ?渉?渉? for a few thousands yen rather than cut the number of recipients :smoke:
 
easy for you to say that, if you live somewhere in the middle of faraway prefecture in Japan.

I am currently living in Tokyo (Tokodai)
155,000 yen is just enough, but it will be difficult if they re reducing the amount even more.
 
I spent one year with an undergrad JASSO scholarship of 80.000 yen a month... Rent was 60.000 + electricity and 1.000 for internet. THAT was scarce
I lived in a guest house at TAMA PLAZA (20min from Shibuya in the 田園都市線)

I used to spend 20.000 yen from my own savings so I could do more than studying and eating lol.

So 155.000 sounds pretty nice to me
 
Yes, I admit I have a biased statement since all of us who applied for the 2012 term will certainly more concerned with the number of scholars accepted rather than the amount of yen received. So please understand :sorry:

it will be better if the amount of scholarship is varied among prefecture.
People live in Kyushu can live comfortable with 150k for sure, compare to Tokyo.
anyway, who am I, it s up to the Japanese Government to decide.
 

Having a student exchange experience at Hiroshima for 6 months, I can afford to save quite a lot. Rent is about 30.000 yen and the food is quite cheap compared to big cities. The 80.000 yen was more than enough (from the perspective of single student living in rural area at least).

I know that the majority of doctoral students will bring their family so it will much more difficult for them

155,000 for now is nice...but if they re keep adding the scholars but no budget rise...the MEXT scholar will someday ended up with 80,000 per month
they will need to take part time job to cover the expenses, because not everybody has 20,000 extra each month...and most of MEXT scholar have already busy enough in Lab. so...
dunno...

it s better for me to finish as soon as possible.
 
This is the budget. If they increase the budget, they can allow more scholarships. I don't think its necessarily

I'm probably reading it wrong, but doesn't it say there was a 1億円 increase?

However, you do have a point. It seems they've been steadily decreasing the monthly stipend amount by 50,000 yen per year for a while, so if it decreases, it's not surprising really. I was able to find the out that the 2007 scholars got 172,000 円 per month.

From my own experience, every Japanese Ministry is at the mercy of the Finance Ministry, and must maintaining their budget by spending every last dollar to make sure they get the same amount of money next year. Not spending the money sends a message to the Finance Ministry that the project was unimportant, and thus the budget gets cut. I'm can say confidently that MEXT will spend every dollar they are allotted.

indeed they re decreasing the amount of scholarship each year,
now it s 155,000
look how far they ve cut it.
...and living expenses never get cheaper...it s just getting more and more expensive.

even if they increase the budget, it s not balanced with the increase of the scholar...so, still, we ll end up with less and less amount of scholarship each year.
 
I lived in Tokyo on 80,000 yen JASSO stipend, and heyyyy I survived!! I even traveled all through out Japan's popular spots already Come on guys let's be happy that we get 155k yen a month and study for free.

Life's good! woohoo
 
Guys, I wonder, do you get sum amount of money in preparation year every month too?
 
I believe you receive the monthly stipend from the moment you arrive at Japan either to start your research period/master/doctorate course or the six months of Japanese language course.
 
I don't know for sure how it works with MEXT undergraduate scholarships, but I suppose it should work the same way.
I was lucky enough to get a JASSO scholarship in my undergraduate years and I received the money after I arrived at Japan, not sooner.

But again, I don't know about the specific scholarship you are asking about, so I might be wrong. Hopefully someone will be able to help you better than me.
