I struggled a bit with this. Eventually this is what I got:

要は ... ということであって = The important thing is
どういう場合にどう言うか = (to know) what to say in a certain situation
相手にどう言われたらどう答えるか = (and) how to answer when someone says a particular thing to you,
必要はない = (and) there is no requirement
会話の人物と一言一句同じ発言をする = to (simply) repeat word for word what other people say.

Is this more or less correct?
