煙い > 煙たい

is this an actual grammar structure for all i-adjectives or just for 煙い?
 
It's not for all i-adjectives, but there are some other pairs.
e.g.
重い <--> 重たい, 眠い <--> 眠たい

The etymology of this たい is the same as the ones in 冷たい, めでたい, うしろめたい,,,.
 
so basically the meaning remain the same for the pair, just alternative spelling
 
Semantically, yes.
煙たい 重たい and 眠たい sound colloquial than 煙い 重い and 眠い, respectively. Also, 煙たがる 重たがる and 眠たがる tends to be prefered than 煙がる 重がる and 眠がる.
