か of ていうか is a postpositional particle used for expressing an alternate choice, an alternate possibility.
(e.g. 生か死か to live, or not to live)
ていうか is a (stupid) slang which is abused nowadays for something like an introduction before showing one's own view, or changing the point of view. It implies a subtle denial of former conversation.
to translate,
"it might be so, OR, to say it more correctly..."
"yes, BUT in another point of view..."
"yes, but BEFORE that..."

A little more on ていうか,
According to a book released recently in Japan titled 問題な日本語 , ていうか is being used now with a few different meanings. Some are correct and others are technically incorrect but are being used nonetheless.
The proper way to use ていうか is when you are trying to restate something you said in simpler, or better terms. There is nothing wrong with using it this way and it's proper Japanese all the way. Used this way, it is similar to the English phrases "Or in other words" or "To be more succinct."
The "incorrect" way (that is rampant in use) is to use it to change the subject. It is being used where ところで or 話が変わりますが should be used. This is the one you might want to watch out for if you want to sound more intellectual and impress the older people.
