"微妙に言語が崩壊してない？"

This is part of a conversation;

Person A「・・・・・・何気にダメ人間の正しい模範みたいであ ｷよね、鈴さんって」
Person B「なんだよそれー。微妙に言語が崩壊してない？」
Person A「そうですか？」

That's all I have-- not sure where the dialogue came from or what the rest of the context is.

I'm mainly just having trouble with the part "言語が崩壊してない？"
The sort of meaning I'm getting (after consulting my Japanese husband) is something like, Person B is thinking that what Person A is saying kinda doesn't really make sense.
Is that a correct interpretation?

My questions are
1) the vocabulary 言語 and 崩壊 seem to be used differently than what my understanding of those words usually is. Am I interpreting it wrong?
2) why, if you could take a guess, is Person B reacting like that to what Person A said? I don't quite get it. Is it because of the contrast between ダメ人間 and 正しい模範?

Your interpretations are all correct. Of course A used 言語が崩壊 intentionally for an effect.
