を欲しがる vs が欲しがる

Why is it that we can say something like 兄はカメラを欲しがっています but not 兄はカメラが欲しがっています ?
 
Because 欲しがる is a transitive verb. You'd mark the one who wants something with が, not the desired object. In this case if there weren't a は, 兄 would be marked with が.
