困ってしまった他の神様達は、天照に岩の外に出て来て もらおうと、彼女が隠れている岩戸の前でお酒を飲みな がら歌ったり踊ったり笑ったりして、大騒ぎしました。

Rough translation:
The other gods which had become worried tried to make Amaterasu come out of the rock(cave?) by singing, dancing and laughing while drinking sake outside of the stonedoor behind which she was hiding.

I was wondering what it means to have volitional + と in a sentence in the manner of which it is in the sentence above. I know the usage of for instance volitional + tosuru or volitional + toomou. I however become a little confused when there is no verb following the to. Maybe someone can clear it up for me?

It actually means 出て来てもらおうと（して/思って）、大騒ぎしました. You can think that that structure expresses "reason (of 大騒ぎ)".

I was thinking there was something being emitted there! That clears it up nicely.
