の (nominalizer?)

Can you tell I have a lot of time on my hands today?

I am familiar with the nominalizers の and こと, and I get the gist of the following sentence, but I'm wondering about an exact translation.

でも、今日は 雨が ふって来るのが おそくなったので いつもの所には かけられませんでした。

Would you say:
a)...since I was late because of the rain...
b)...since I was late because of the coming of the rain...

Or is this の not the nominalizer の at all?

Could you please help me understand how that translation fits with the context of the rest of the text:
男の人が 話しています。男の人の コートは どれですか。
M: 私のコートは 長いので 会社に 来たら いつも 上のほうに かけます。
M: でも、今日は 雨が ふって来るのが おそくなったの で いつもの所には かけられませんでした
If it was late when rain fell, what does that have to do with having to hang one's coat in different place from usual?

I googled the sentence and found it's from a LISTENING comprehension test. I'm sure that a pause must be put after 降[ふ]って in the audio file, just like 雨が降って、来るのが遅くなったので. (The intonations are also different between 雨が降ってくるのが and 雨が降って、来るのが.) I, too, thought the subject of 遅い must be "rain falling", not "I", when I saw your sentence.

As for your initial question, yes, the の in 来るの is a nominalizer. (Purly grammatically, the の in 遅くなったので can be considered also a nominalizer.)

雨が降って、来るのが遅くなったので
since I was late to come (to the office) because of the rain
