Translation given: "A strike is a mass refusal to work by a body of employees."
What is the purpose of と in ストライキとは? Is it possibly a quoting particle?

a) To me the first sentence looks like "Apparently Mr/Ms Kondo left the house yesterday in a flap, and didn't notice that his left and right socks were separate(d)." Unfortunately, the second part of this makes no sense. What does it mean?
b) I am very unsure about the second sentence. Could it mean "Yeah, that's just like her!"?

Woman: That's bad. Shall I get you some medicine?
Man: Thanks. I think I ate something bad this morning.
Is this correct? Is すみません a sort of apologetic "thank you"? Is どうも an intensifier of some sort in this case?
