Hello again

So I've been doing some grammar studying(from a **** book without any real explanations...) and I don't really understand this.

こんなによく遅刻をするというのは、問題ですよ。
What does という bring to the sentence? Can't that just be removed and it would still carry the same meaning?
Btw, the translation in the book is:
You are late so often that it has become a problem.

という seems to be used a lot, and in a lot of different cases, and it feels a little overwhelming atm...
