I think the other form your thinking of is "-te mo ii" (I'm not sure I've seen -te ii) If thats the case...then this simply is asking if an action is allowable.
Tabete mo ii?
Is it ok to eat?
Tabete mo ii yo
Its ok to eat.
Matte mo ii?
Is it ok to wait?
