たところに／たところで／ところによると

1. What is ところによると? For example:

あの人については、私もそんなに知らないのですが、聞いたところによると。。。

I guess it is ところ (time period) + によると (according to). Is that correct?

2. What is the difference between ~たところに and ~たところで? Is it has something to do with に and で? Ofcourse this is my guessing. For example...

１００mほど行ったところに本屋がありますよ。
This ところに points to a location?

橋を渡ったところでガソリンンがなくなってしまった。
This ところで points to an event?

駅を出したところで待っていてください。
This one I'm not sure, but it is probably pointed to an event as well?

ところ doesn't refer to "time period" in that case. It's more close to 話, i.e., 聞いたところによると just means "I heard that~".

2)
Yes for all your questions. ～たところで can be conditional as the same meaning as ～ても, though.
e.g.
後悔したところでもう遅い。＝後悔してももう遅い。
Even if you regret it, it's too late. (= It's too late for regrets.)
