「天気の巫女は人柱だって話、あの子に伝えたんだろ？それが本当だとしたら、あの子はいずれ消えちまうわけだ。そんな話を言うだけ言っといて、放ってていいのかよ？」

Hi. Could you please explain the structure of the underlined part? (I know 言っといて is 言っておいて) Is it a fixed pattern?
Can't we just say そんな話を言うだけで?

Yes, するだけしておいて is a set phrase. It means "to do something and leave it in that state", so it's not just 言うだけで.
