My translation up to the second comma: "It is entirely up to the teacher in charge whether or not to include this (material) within the scope of the exam."
Is this OK? My main doubt is about だし. I'm assuming it's だ ("is") + し (connecting word, meaning "and" in an explanatory or emphatic way). Is that right? It's not anything to do with 出す is it?
