In my opinion, yes they are. I think (1) is the better of the two.

The answer is no. #2 is wrong since の is necessary after 会社.

このかばんはどこの会社のですか。

It would be more understandable why の is needed in the following examples.
3. このかばんは誰ですか。
4. このかばんは誰のですか。

#3 is wrong as same as #2. It's like "Who is this bag?" vs. "Whose is this bag?" in English.


You can also say このかばんの会社はどこですか。.
