かわいいは正義

I'm sure 形容詞+は doesn't happen. I thought it was supposed to be 可愛さは正義 or something. But I heard it so I ask:

"Is it normal? If not, why is it used and does it have any extra meaning?"

Edit: I just googled (should have tried that beforehand xD) and it seems to be a thing popularized in a certain manga. That's probably as much as I'm going to get though so any additional information would be great and my original question still stands anyway.
 
かわいい is used as かわいいということ or a quotation 「かわいい」there. It doesn't just express "cuteness", but has a nuance that "someone(probably originary "a girl") is cute" or "Kawaii!". I remember an advertising copy of a hair shampoo "カワイイは作れる". The meaning is the same.
