I am intrested in finding some of the names on this flag and possibly returning it. Not sure yet as I have only recently found it and would like to trace its history as much as possible first.

It is addressed to Mr. Kondō who worked for the railroad around Hataori Station in Akita Prefecture (which is now known as Higashi Noshiro Station.). The text at the top says "pray for everlasting luck in battle", as most all of these types of things do.
There is a governmental organization that tries to re-unite these items to the descendents of the people who owned them. Try contacting the embassy to see if they can help.
There is a non-governmental organization that also tries to locate the families of these artifacts.
Since your flag has a name and a very specific location (which is a rather small town in way out in nowhere) it should be relatively straightforward to find out if there are any remaining relatives.
