i saw this and thought wow do Japanese soldiers still carry these flags. what does it say? thank you

I could parse it but only painfully slowly so I'll leave it to the experts. But since it mentions "NTC" maybe it's related to one of the joint training events like this one.
Above the NTC you can see the character for year (年) but the date is lost in the fold. Also the prominent phrase on the left is something like "7th Armored Reconnaissance Division" which may also link it to that event in 2014 or a later year.

I would guess it's a commemorative flag for the training event.

The large 4 kanji is 必捷報國 Serving the country with certain victory. The kanji 勝 is usually used for "victory", but it's said that reconnaissance prefers 捷, which also means "quick/rapid/fast" other than "victory".
