WW2 cloth? Scarf?

Not exactly sure what this item is but it's marked 1994 (August or March) or so I think. It appears to be a unit designation in the one corner- 305.
If someone can shed some light on the translation as to what it is and what it says, it would be greatly appreciated.
Obviously handmade.

That's a poorly made fake, a terribly bad one made by someone who actually didn't know the language, kanji or the correct ratio of the red circle to the whole flag. They just copied kanji or kana without knowing the meaning, and probably even didn't realize the mistakes they made in kanji; unnecessary lines or dots, lacking of necessary dots, unusual crossing of lines, etc.
