Both these are possible aren't they? I think エ is most correct.

According to grammar books, "I could meet Mr. White yesterday" is wrong while "I could meet Mr. White tomorrow" is correct.

Grammar books say "I'll" is correct in this case.

I think both of these could be correct but the meaning changes.
I'm surprised at your comment. When do you use "I was surprised in his car"?
How about "to"? I believe you can't say "I'm surprised to his car."

...many people can't write the Kanji.

This reminds me of how many Japanese people can't write the kanji for "bara" (rose). Perhaps "bara" and "bikkuri" are the same level of difficulty.

(13) Mary is in India now. You (can't have seen) her in Osaka yesterday.

I would say this is a mistake. Better: "Mary is in India now. You (couldn't have seen) her in Osaka yesterday."

Thanks, Buntaro. Is it that American people don't use the pattern "can't have done something"?
