のに vs ても

I thought both can be acceptable. I hardly believe the first is wrong, but the text book doesn't use it.

Right. The present tense can be used only when it expresses the present habit or the characteristic of the things.
e.g.
この自動販売機は、お金を入れるのにいつもジュースが出てきません。

Incidentally, のに also can mean "in order to". The past form can't be attached to のに in this meaning.
e.g.
背が低くて届かなかったので、その子供はお金を入れるのに踏み台を使いました。
