こんにちは皆さん、
Is the と in the first sentence a conjunction "and" or a quote.
Also わかっています is in the present progressive form.
この地震で45人がけがをしたと、25日の昼までにわかっています。そして、31の家が全部壊れて、46の家が半分壊れました。
This is my attempt at translation.
45 people were injured in the earthquake, by the afternoon of the 25th it is understood. Also 31 houses were completely destroyed and 46 were partially destroyed.
よろしくお願いします
 
The と is a quotation marker that belongs to 分かる. "By the noon of the 25th it has become clear that 45 people were injured"

"it has become clear" That is a great way of expressing わかっています. It sounds so obvious in hindsight!

The lack of 棟 as counters for houses and some other points lead me to think this was written by a foreigner.
