Hello, I've been learning how to use

と思います and と言って

Would these two work?

1.彼はこの週末のパーティーが良くないだと言っている (I think he said "This week's party will be bad")

2.私は今テレビを見ませんと思います(I think I won't watch television now)

先生は来週に歴史のテストがないだろうと言っていると思います
(I think the teacher said there won't be a history test next week)

Very close.
先生は来週歴史のテストはない（だろう）と言っている/言ったと思います。

だろう shows that the teacher is unsure if the test will be held, so when the teacher is the person who is going to conduct the test, だろう can't be used. That's the reason I used brackets.

は is the contrastive marker in テストは. テストが is not wrong, but it's common other tests than history are also held, so テストは sounds more natural.

I've been trying to translate this sentence but I feel i'm just incorrect all together. So help would be appreciated.

私は日本語を知りたいので日本に留学と日本人に話すことが出来ます
(I'm studying abroad in Japan because I want to learn Japanese and be able to speak to people from Japan.)

You missed "be able to".
It's more natural to say "to want to become to be able to~" in Japanese.

I ask because a lot of your mistakes look not like you are having trouble with a point that you learned from a lesson, but rather like you're just guessing at how to tack phrases together without ever having encountered a lesson on it at all.

I notice by your post dates that you've been steadily plugging away at this for better than a year now. I fear that your current method and materials are not serving you well. I would like to strongly suggest dropping what you've been using and switching to some proper textbook instead. They don't cost that much (and are available used, don't forget) and would help you make much more progress with much better understanding. Just a far better use of your time and resources all around.
