Is this right? Is this likely to be referring to playing a game/sport against a child?

Translation given: "Mr Brown is our financial adviser."
What is the meaning of 上 in this sentence?
3. This is an exercise in which one is supposed to complete the part ____ using the expression といっても・・・(という)わけではない。
お金が必要だといっても、____。来年の春に大学に入る時に入学金とか授業料を払わなければならないのだ。その時までにはなんとかしたいと思う。
My translation attempt: "Although money is said to be essential, it doesn't mean that ____. When I enter university next spring, I will have to pay the matriculation fees and course fees. Until then, I want to do something, I think."
a) I don't understand what sort of thing is expected to go in the place ____ so that the whole passage makes sense.
b) Is the subject of all the verbs likely to be the speaker, as I translated?
c) I don't understand what the last sentence means. Could the speaker be implying that he wants to do some kind of work to earn money?

My translation: "'Body language': If there are different meanings between Japan and your country, please explain (them)."
a) I don't exactly understand "と ... とで". I guess "と ... と" would signify "between ... and ...", but then the combination とで puzzles me. I'm not sure I'm parsing it correctly.
b) What is になるもの adding? How would the meaning change if になるもの was deleted?
