Could someone tell/correct me on how to say I have decided~~?

For example: I have decided to return to Japan.
My guess: 日本に戻ると決めました。

There are a few translations. But just FYI only Japanese residents can use 戻る. It is very similar to "return home" in this instance.

Are you sure about that? I've never gotten that impression. I always took it as meaning "go back from where you came" in its most basic sense.

Yeah, that is according to the bf at least. I guess residing on a visa in the the country with a foreign passport might count. But return visitors should use 行く.

The nuclear evacuees or Fukushima homeless, for instance, talk about "modoritain desu" from what I have heard, although "Kaeritai" would seem fine.

It also probably isn't a mistake for tourists to use modoru still in Japan in reference to a future visit. That could be the OP sentence. :?
