Japan is prone to quakes. Japan is prone to tsunamis sometimes, and tyhpoons. There is no excuse in my opinion for not having trained and prepared staff for such an emergency, especially since for the past few decades the chance of a major KANTOU region quake has been mentioned countless times.
What idiot builds a wall to protect cooling systems right next to the ocean, then doesn't have SOME back up plan prepared if the wall happens to break or not be enough? I guess the same idiot who builds the plant right next to the ocean and puts the cooling systems closer.
Ignoring previously released documents showing problems with the wall height and other issues with the Fukushima plant that still doesn't release anyone from having a basic emergency plant.
TEPCO has absolutely no excuse in my opinion.
