There may be a subtle difference between them, but I think you can use the two sentences interchangeably in any case. You don't have to worry about the difference.
Okiru is intransitive verb. (to arise, to awake, for instance)
Okosu is transitive veb, and it requires an object. (to raise something, to wake someone, etc.)
