Nice scenic roads in Tokyo areas (without too many cops)

Can someone suggest the good scenic roads in Tokyo areas? I am trying to find the good driving routes for a leisurely (and sporadic spirited) drive during the weekend.
 
Try the roads leading out into the Oku-Tama area. I forget the number right now, but there's one whose route number is something in the 400s (I think) that I recall as being pretty scenic.
 
Ask the first "hashiriya" (drifter/street racer) you see about the nearest "touge". They always know the good roads. A google search for Tokyo Touge might bring some results too.
 
When I go to Japan, I'm usually in Tsukuba. I always have my bike with me and do some riding in the mountains. I'm not alone. I've encountered driving clubs doing high speed runs on Route 42. Also have seen some moto hill climbers and descenders in the mountains there. Just don't be driving recklessly when I'm there next month.

I absolutely concur with Mike. That would be Route 411, by the way. I also recommend Route 206 up Tomin-no-mori (都民の森). Nice view onto Lake Okutama.
