How should I render a sentence like "<person's name>ってば"?

Specifically, what would "ってば" mean?

I think it's kinda like "speaking of...", but it kind of depends on the context:

太郎ってば、宿題もしてないのよ！
たろうってば、しゅくだいもしてないのよ！！
Taroutteba, syukudai mo sitenai noyo!
Speaking of Tarou, he hasn't even made his homework!

次郎ってば、おっちょこちょいね！
じろうってば、おっちょこちょいね！
Jiroutteba, ottyokotyoi ne!
Ow Jirou, you're so clumsy!

So in the first sentence it was about a third person while in the second person it's about the person you are talking to. Also, as you might have noticed, it's kind of a feminine thing to use.. I'm no expert but it sounds really unnatural for me to express such a sentence.

Is it any connection to って、which is sort of like "when I say", or "I say..." or more I think, the quotative to + ittara... "if/when"...

だめｔったら、だめ！(When I say "no", I mean "no" !)

While ってば is a contraction for っていえば、 the examples above that have the nuance of "speaking of someone/something" can be expressed more naturally by "ったら" or maybe "ときたら"

たろうときたら、しゅくだいもしてないのよ！！ （note that ときたら is usually used negatively)

The most common usage in colloquial Japanese for ってば is the meaning of "I said it/ Didn't I say it already?".

A: "鉛筆、渡してくれ！"
Ｂ： "なに？"
Ａ： ""鉛筆、渡してくれってば！"
A: "Pass the pencil!"
B: "What?"
A: "I said, Pass the pencil!" / "Didn't I (already) say "Pass the pencil""?

Literal translation won't give you this result, but this is apparently the most common usage. Note that this is more popular in Kanto region I think.

So the 龍二。龍二ってば！ type would be like Ryûji. Ryûji, I'm talking to you! (answer me!) then, I suppose.

たら tara.

太郎ったら！
次郎ったら！
だめだったら！

Often used by female though male speakers do use it too.

I first noticed the ってば construction in Naruto and I've wondered about it for a while. I noticed in a recent chapter of the manga that, upon arriving to the scene, he said 「遅くなって済まねーってばよ」. What sort of meaning would this be, since he's not repeating anything or apparently intending to say something like "speaking of..."? I know he uses this construction a lot and that it probably emphasizes what he's saying in some tough-guy sort of way, but beyond that...

「だってばよ」 seems to be his unique way of speech... I don't see any real meaning in it.

J44xm, that particular usage is unique to that character, and is more like adding だぞ on the end of a sentence than the grammar point discussed here.

そうですね。「ってばよ」は、強い否定を表しますね。乱暴な感じになります。「ってば 」にしましょう。

Yeah, only Naruto uses ってばよ. It's like how I always say "doink". XD
