Can't quite get all of it. The date of Meiji 16, October 8th is correct. The name of Matsuzaki Isouemon is correct. Matsuzaki is on the left. Unknown (blank) for the person on the right.
It's depicting some episode of a Go match that took place in Suttsu, in Hokkaido .
