Help with translation of WWII Japanese flag

Hi, I am new to the forum , and it seem is a common request for help. If I am posting in incorrect orientation forgive me and let me know.

It's seems this is Yosegaki Hinomaru flag if real, presented to Japanese soldiers departing for service by friends, family, or their place of work or school, and adorned with their signatures and wishes of good fortune. I would like to know if it has the following, and what they are:

Soldier's name
Service branch or unit
Prefecture, school, organization
Phrases that wish him good luck
If you believe this is a real era flag or a souvenir.

Definitely fake gibberish. The reason some of the characters look like scribbles is because that's what it is.

I wonder whether this was made by a Chinese person. There is a place that says 车 （specifically 日车）, and 车 is the simplified Chinese way to write 車、which in many contexts today would translate to car.

This is a fake flag. The thing that looks like the Chinese version of 車 is a calligraphic form of 本, so it is saying 日本大敗 (Nihon taihai, or, Japan's great defeat). Across the bottom is 第二次世界（中立）大戦, which is WW2 with an inexplicable "Neutral" or "Neutrality" in the middle. But terrible writing, terrible flag, no names or dates or anything. Obviously fake.

It's possible that it's WW II era. Many souvenir flags were made immediately after the war.
