Can a 31-year-old person apply for a Japanese school?

I would check with the individual language schools for age restrictions, but I don't think it would be an issue. I attended a language school in Beijing in my 20's and there were students of all ages there.
The real question should be what are your goals? Do you want an intensive program to quickly acquire language skills, possibly for seeking employment afterwards, or are you just hoping for an excuse to get a student visa and enjoy some time in Japan?

Yes, it's possible. You could also apply to Japan University directly without going to language school first.

I want to point out that there are two kinds of programs at Japanese universities. There are programs for native Japanese speakers and there are programs for English speakers. Quite frankly, you have no chance of getting admitted to a program that is meant for native Japanese speakers, but you can 'easily' get admitted to programs that are taught for foreign (English-speaking) students, even at a very pretigious university such as Tokyo University.. These International Programs have Japanese language classes as part of the curriculum. Below is a link to a video taken in a Japan-language class at one of the most prestigious English-speaking universities in Japan, Sophia University. (The student wasn't allowed to take video during the actual class, so she took some videos before and after class.) Watch the video from 2:02
Please be advised that Japanese language classes, when they are taught in Japan, they are taught in Japanese, so I suggest you get in as much studying as you can before you come to Japan.
The first step in learning Japanese is not learning grammar, it is not learning vocabulary, it is mastering the reading and writing of two Japanese writing systems called hiragana and katakana. (And by mastering the writing of these characters, I mean being able to write one character every three seconds.) Have you already done this?
Are you interested in studying at a Japanese university, which means you will be getting a four-year degree, or do you want to study at a Japanese language school, which only teaches the language, does not grant a degree, and has classes that will not transfer to a university? (There is a large number of such school around Japan.)
