According to the article, the wolves had eaten from the woman's body. They don't know for sure if the wolves killed her and ate, or ate from her after she died of other causes. The authorities initially said the wolves killed her, and they are now having an autopsy done to make sure.
Its late in the winter, and maybe food is scarce. Very rarely, but sometimes wolves do attack people as food. More often, its our bears that do so.
Wolf attacks are more often caused when the wolves are protected, habituated, getting food from people's dog dishes, and so forth. In areas where wolves are hunted and trapped, they are afraid of people and stay away from us. It's pretty much the same, though less reliably so, with the bears.
