hello

i would like to know which is a better university for masters course in engineering(mechanical engineering)

Hokkaido university or Toyohashi university??
 
It's hard to say which is better. Mechanical engineering is a vast field.

Of the two, Hokkaido University is probably more academic, being one of the former imperial universities, and Toyohashi University of Techology is relatively new. But they are both decent engineering schools, I think.

What discipline are you interested in? I'd start by scanning the faculty info, what their interests are, how active they are, etc. And also pay attention to facilities, experimental and computational. Does your field of interest require big experimental facility, or big iron supercomputing facility, etc?

My undergraduate degree is in production/industrial engineering . My interest areas are robotics , intelligent systems , manufacturing science , Computational fluid dynamics and Designing ..

I am considering the english engineering program for both the universities , as i want to pursue the course in english , my japanese skills are still low as in JLPT level 4 for now ..

all the specialization areas do require big laboratories for research activities , but if the faculty members are good i am ready to change my research field by their guidance .
 
Well, you mentioned CFD, which is a domain that I'm familiar with. (I studied hypersonics in college, and I work in the aerospace industry, mainly in propulsion.) This is one area where having an access to a HPC facility is a big plus, and for that I definitely recommend you choose Hokkaido Univ., if your choice is between these two universities. Hokudai ME department is actively involved in several large-scale LES/DES projects.

(I have some friends in Fluent, both in the US and in the Asia-Pacific branch in Shinjuku, so we might have some contacts in common, most likely at 3 degrees of separation. ;-) A friend of mine was in Pune just a few months ago.)
