I see well on that this was from a light novel

This was from a light novel and according to it does it mean the character is not not an adult as they use difficulty become mature woman?

Or does it mean they are a young adult but not an older mature women say 30+
 
I think it says something like:

She seems a little old to be called a girl but still too young to be called a woman.

This passage highlights your neverending conundrum of being unable to exactly define the cutoff between "girl" and "woman" doesn't it? Plug it into deepl and see what it says.
